The three arrows (Drei Pfeile) originally stood for the political threats faced by Germans in the 1930s. It meant "Down with Fascism. Down with Monarchy. Down with Communism."
The third arrow is, largely, understood to no longer stand for communism but, instead, for authoritarian dictatorships. Alternately, to many, the third arrow stands for theocracy. Some still attribute the third arrow to communism but have inverted it to reframe the message as "Down with Fascism. Down with Monarchy. Up with Communism."
In this case, we mean the three arrows to mean "No Nazis. No Kings. No Dictators." but there is no rule that says it has to mean that to you.
